    That's the same thing they said last time. They won't ever name that it's Level3 or a certain ISP having the issue. Instead they just say "certain ISPs."

    I was able to get back on, and have been stable for a while now, but I am no longer routing through Level3 to connect to SE's servers.
    I'm back in and haven't disconnected for the past 15 minutes (fingers crossed) and it looks like others are coming back so maybe they are starting to switch routes.
