Urianger Quest for hard Ifrit, Titan and Garuda not available?

I'm fairly new in FFXIV but i'm at the quest with Minfillia where i have to have completed the first three bosses on hard and apparently Urianger is supposed to give them. Unfortunately he only gave me Shiva on extreme. Am i supposed to beat her first and go back or is there a way to skip that? I just want to get to Heavensward already

Hard mode and Ex-mode primals have nothing to do with heavensward first and foremost as they are in a side-story quest line. If you want to do hard primals, look in your Journal for the main scenario quest "The Ultimate Weapon". If it is complete then:
1) talk to Minfilia for the quest "A Recurring Problem:
2) talk to Thancred for the quest "Ifrit Bleeds, We can Kill It" (unlocks ifrit hard)
3) talk to Papalymo for the quest "In for Garuda Awakening" (unlocks garuda hard)
4) talk to Yshtola for the quest "In a Titan Spot" (unlocks titan hard)

After that, Urianger gives the quest "Primal Nature" which is the first to unlock extreme primals. Again, if you want to move to Heavensward i recommend searching your Journal for the last completed main scenario quest to see where you have stopped and then google it so you can find the next quest and move on.

While it used to be true when these fights were released in patch 2.0, it has not been true since patch 2.5. One needs to beat Ifrit, Garuda and Titan hard mode to unlock the first MSQ of patch 2.5 and thus to access HW later on.

Then my mistake... I did the hard primals for the zenith step and never bothered with them again.

I thought Urianger unlocks you the 3 hard mode primals
