You get the last possibility if you have ALC at 50, at least. (I haven't kept up with crafting classes in Heavensward because the barrier is steep from 2.0 - 3.0 if you didn't get deep into endgame crafting then... which I didn't because I just wanted the freedom to make my own glamour prisms for every class.)
