Well, I've only unlocked ALC and never actually levelled it or done any further quests and Severin was downright dismissive of me, stating I was "unfamiliar" to him, so I am going to assume you need at least the level 50 ALC quest complete for him to recognize you in that scene.
Speaking of the current Christmas event, someone mentioned it in another thread but another possible alternate dialogue occurs if you do the event with a character that was originally created in version 1.0 (apparently regardless if you had the 'Legacy' story or not) -
when the 'ward registrar' is identified as Damielliot he reveals that he was a sick child hospitalized in that same ward before the Calamity, only to be helped by a mysterious man/woman (determined by your character's gender) whose face he can no longer remember, and that the player seems "familiar" to him, as if "that same person returned to help him again" (paraphrased.). This is a reference to the 1.0 Ul'dah main scenario quest 'Calamity Cometh' where he appeared in (ironically in an Echo scene from my understanding), where the player indeed helped him.
My 1.0 character had this dialogue in the Christmas event so I assume this is not the same for new characters (it wouldn't make sense in any event), although ironically, my 1.0 character actually never actually met him in 1.0, given his quest was (from my understanding) an Ul'dah main scenario quest (I started in Gridania in 1.0 like I did in ARR as well), and so I never encountered him.
So that shows that the requirements for this scene is simply having a 1.0 character and is not determined by other parameters like having Legacy status, gaining the Legacy storyline or originally starting 1.0 in Ul'dah. Clarification from a new player (or rather, a player who did the event with a character created in ARR) about whether the dialogue was different in that scene or not would be most welcome though.
