i have never more then 50 fps and in alot of case 15-20 i dont know why i check the requirment for the game i have it i turm every thing to lower graphic possible and nothin to do

i've been having fps issues lately, too, and i have a really fast graphics card (nvidia 1080). when i log in, my fps is usually at 22 fps and won't go any higher. that's when i play in borderless windowed mode. but if i switch it to fullscreen, my fps shoots up to 60. if i switch back to borderless, it stays at 60. so if you're having the same problem i am, then it's a bug. maybe they'll fix it soon

I experience the same fps loss you do when I play in borderless window mode. I asked around, and one of my friends said that it could be because, even though you're playing in a borderless window, and probably using your entire display, that your computer is still refreshing and keeping track of your desktop (and any other windows that may be running behind the windowed game) while also refreshing the game, where as in full screen mode, your system stops refreshing other windows/your desktop, and prioritizes the game. Not sure if that's what's causing this or not though--you'd think with such powerful graphic cards/systems (I have a really good one and really expensive one, too) that there wouldn't be a drop in fps no matter what screen mode you play in. I don't drop down to the 20s, I still stay in the mid-40s and low-50s, but I prefer my 60 fps.

There's a couple things that can be tried.
Enable Nvidia's G-Sync (if possible, might not be) or at least v-sync, use triple buffering as well.
This might help with fps?

You could probably also try using DX-9 instead of DX-11, and/or using Laptop based graphics settings in the game and tweak it until it's at a good spot for you.

Unfortunately if you want high end graphics (maximum settings) you'll need a high end graphics card to sustain it reliably at 30 to 60+ fps.
