    I imagine that Rhitahtyn sas Arvina, the Roegadyn commander that served Gaius Van Baelsar in ARR, was origionally a Hellsguard who took a more Garlean esque name to help in his rise through the ranks given that he was first a mercenary (a common Hellsguard profession) in one of the lands the Garlean Empire had conquered. That said, the descriptions above made it seem that the Garleans were recruiting auxiliaries and even mercenaries as opposed to absorbing the Hellsguard lands into the empire.

    And frankly, killing such mercenaries should be less controversial than killing the conscripts stranded in Eorzea that we know would rather not be there (indoctrination notwithstanding). Just remember, whether you're facing Roegadyn or Hyur, if they are fighting you then they are either stupid or on the enemy's payroll. Killing the latter is business, killing the former is a favor to the world.

    Not a very White Mage-y thing to say, but we can't all be Tanks or DPS.

    I'm not sure what the actual date the founding of the Empire was in, but that bit about the Roegadyn teaming up with Garlemald mentions that it was the Republic, not the Empire. Remember that the Empire of Garlemald is very new (only like 60 years old) and only launched it's wars of conquest after finding and reverse engineering Allagan Magitech.

    The Garlean Empire was founded in the Year 1522, seven years after the Garlean Republic began its attacks on its neighboring northern Ilsabardian city-states in 1515 and five-hundred eighty-seven years after the Garlean Republic enlisted the Ilsabardian Roegadyn to defend their nation from nomadic Hyur in 935. Whether the ancestors of these northern Roegadyn magi were still around in Garlemald nearly six hundred years later is unknown, but they would've been subjugated first by the newly founded empire regardless.

    Also note, that the lore book goes out of its way to emphasize these Ilsabardian Roegadyn are not Hellsguard. They belong to neither of Eorzea's clans. Hellsguard earn their clan name and history by playing guardians of the underworld atop Abalathia's volcanoes.

    If, as race lore seems to suggest, Roegadyn skin tones begin to reflect their environment (Sea Wolves getting green and bluish skin tones and Hellsguard getting black and red skin tones) these Ilsabardian Roegadyn may be very pale white or black or some unsaturated variants between to match northern Ilsabard's nigh inhospitable wintry mountain/tundra theme. That's purely theory though.
