How is the queue times party ranked?

Depends largely on your data center. You might be able to find random teams in queue if you go in during prime time hours (e.g. friday-sun, around 5 PM - 2 AM EST) but other than that it's generally hard to get a match. A lot of times people will specifically organize matches by contacting teams on the same or other servers and agreeing to queue at the same time so they can play each other.

Bartleby is correct but also people host in house feast matches with pvp linkshells or within their fc.

Now that there is custom games you can get 8 people together and play whenever you want! It's great practice for when good teams are in the 4v4 queue.
