Should the ToS be updated to allow botting?

I have been reporting. I have not noticed the slightest change. This means one of a few things:
1. They are unable to detect the bot
2. The response time is in the weeks
3. They have no intention of enforcing it or don't view it as against the ToS
4. The report system is broken and they have not been receiving any reports
5. The punishment is nothing more than a warning
