Why are Ice Picks gathered as a collectible?

I'm failing to understand why you can collect an ice pick from fishing as a collectible but then there is no way to turn it in for anything, not even experience... seems rather pointless when the only lvl 51 collectible that you can turn in is a Glacier core. Am I missing where this is supposed to be turned in at? Because it can't be turned in to Rowena's House of Collectibles.

There are some items that remain constant. Yellow Copper Ore, for example, will *always* be acceptable to Rowena.

Then there are items that can change. Right now, Rowena is accepting the following fish from me under level 55 (not going to list the higher ones) :
Lv. 54 Bubble Eye (162-172 : 93600 exp) (173-175 : 102960 exp) (176+ : 112320 exp)
Lv. 53 Sorcerer Fish (646-690 : 77760 exp) (691-702 : 85536 exp) (703+ : 93312 exp)
Lv. 51 Icepick (106-113 : 52920 exp) (11-115 : 58212 exp) (116+ : 63504 exp)

That would be why Icepick can be fished as a Collectible.
