As a level 50 BSM, here's why I don't respond to shouts in town (I'm generalizing here, you might be a much nicer person, but here's my experience):

1. Your rewards are not worth my time.
2. You have unrealistic expectations about how much time synthing takes.
3. You don't tip for HQ
4. You ask me to double meld your gear, and when it breaks you complain.
5. You ask me to double meld your gear, and when it breaks you want me to do more crafting/melding to replace it.

If you wanted to get my attention, you'd be very specific with your shout, something like "50 BSM needed for a two-part synth and one meld. 100k reward". That way the expectations are clear and I wouldn't be afraid that you'd take advantage of me.
