    I have the same issue (I think anyway - might be a different cause) - though I honestly didn't notice when it 'starts' (Though regularly alt-tabbing in and out isn't what causes it in my case).

    Sometimes I can be on for hours with no issues, but just last night it happened again. Mouse and Keyboard input do nothing...

    I play with controller though, and my controller actually remains working when that happens - so I can easily quit the game with it in order to restart the game where then the keyboard and mouse will work again.

    Also, I'm on Windows 10 64-bit, but using DX9 (Borderless window Fullscreen-thing (Haven't tested thoroughly with regular full screen))
