Steps:

1. I have already completed "Containment Bay P1T6" duty.
2. I have already completed all of Heavensward main story quests.
3. I went to Mor Dhona to talk to Unukalhai to unlock "Containment Bay P1T6 (Extreme)".
4. Unukalhai does not have a quest icon on his head.
5. I talked to him anyway; He does not have any quests available.
6. I checked my Duty Finder lists in all tabs to see if I had already unlocked this duty.
7. It is not in my Duty Finder.
8. I checked my Journal in case I had already accepted the quest; It is not there either.
9. I tried again in the next days and Unukalhai still has no quests for me.

Did you check in the raid finder trial tab? Both of those primals can only be done through raid finder right now.

All primals after Ravana only appear in raid finder, not duty finder.
