No, aiming/targeting might not be as precise or quick as a PC player, but I've had no issue against anyone, PC or console.
The fact that it's not as precise or quick is a handicap. It's just not a severe or insurmountable one.

It's not as though PC players are running circles around us or anything, but targeting on PC definitely has a distinct advantage. The fact that you even identified the exception of targeting a single player through a cluster of tightly stacked enemies is enough proof of that. No matter what your configurations are, you can only cycle or "fish" for targets on console. That automatically puts you at a disadvantage with how precise or coordinated you can be with your party. We don't even have the option of quick targeting through the enmity table, because there isn't one in PvP. Even if there was, it would be 16-32 names long in Frontlines. Healing only makes that issue more obvious, because console controls do not prioritize party targeting. No matter what your configurations or play style is, you have to cycle targets to get the one you want, whereas on PC you simply have to point and click. No matter how you slice it, PC has a clear speed advantage.

Now, all that said, that advantage is not insurmountable, but an advantage is still an advantage. I know several PC healers who have tried Ps4 healing and said flat-out that they would never use a controller, because it is simply too clunky. I honestly can't blame them, because if there is a quicker, easier, and more efficient way of doing something, then it only makes sense that you would do it. That goes especially in something as fast paced as PvP, because those precious extra seconds spent muddling with an imprecise and slower targeting system can cost a life.
