Won't have time to practice? Of course they'll have plenty of time to practice! Nothing is forcing them into the first dungeon they see.
If you're so worried it will impact you, then I guess you'll just have to go out of your way and become a Mentor and teach the player how to tank/heal/DPS decently.

Helping and teaching as never been an issue to me, I don't know how to explain this in english :/ I don't want to come across people who bought they level and willingly do nonsens while they could just have done like we did, lvl their charac the "old way" and take the time to get used to it.
How "serious" does it seems to come acrosse someone saying "Oh I just bought my charac, never learnt to play with it cause don't want to waste my time, can you waste yours and tell me everything to know about it ?"

Thank you LineageRazor for the explanation

Edit: so many players complain about meeting those person in PoTD and no one seem to be worried about meeting them in lvling dungeons and raid :/

Yes, this is a casual game for the most part - that doesn't mean people need to walk on eggshells in fear of getting reported for pointing out things. This whole 'please don't say anything even slightly negative' mentality that we seem to be going towards and the devs seemingly pushing towards it is creating a disturbing trend.

Because the old way and PoTD are flawed in many ways.
Leveling and MSQ are bloated and if anything, teaches basic dodging and a few interaction mechanics in 2.0. The Novice Tutorial teaches the same thing with a few general role additions.

The actual Class and Job quests are under utilized as a teaching method. Some of the fights require a mechanic, however it is not reinforced as they level or added upon. This is where I would like to see SE improve the teachings of classes/jobs. Especially if they are going to revamp them in the future and remove classes.

PotD is flawed, simply because it is on a timer. A new player inside PoTD has to have a lot of self reliance to learn on the fly with trial and error. If they struggle, they will just grind 1-20 solo for the XP and learn very little.

Why the most common ideology between both sides and the JP forums are to have SE actually have a system that teaches actual job rotations and how that job performs in group content. This should be implemented regardless if potions come or not.

We'll just have to wait and see, then. For all we know, those who use the jump potion may actually be decent at the game. If they practice every new ability they suddenly now have (read up guides and etc), then you're not going to have a problem. If they decide to jump into the first dungeon they see the moment they're geared for them and also choose to ignore advice, then you can kick them.
