Let's be fair, leveling is like... 30% content, 50% fetch quests, 20% cutscenes. I wouldn't put leveling anywhere near 90%. There's more stuff locked past 50 and 60 than there is between 1-49, and 51-59, respectively.

True, actually thinking back on it, 2.0 was pretty awful with its questing. Like my worst experience playing a Final Fantasy game (and first MMO), nearly wanted to drop it around the time I was trying to unlock titan going back and forth for about 3-4 levels worth of quests and then like after Ultima Weapon they have the nerve to make you hand out uniforms. Can't blame people for wanting to skip that.

Compared to the improvements to the pacing and story in HW it's pretty jarring.
