Heavensward morality was in my view more so on the nature of revenge and what revenge can do to people as a whole. The action of Thordan and his knights may have started the dragon's cycle of revenge, but Nidhogg's blind anger caused him to continue to lash out time and time against people who had nothing to do with the crime against his sister mostly because the dragons as a whole viewed everything on a drastically different timescale were incapable of separating Thordan and his knights from the rest of the people that came after them. The dragons endless slaughter then fueled Ishgard to its own desire for revenge and round and round it goes.

Stormblood seems to be looking like to me a tale of tyranny and revolution. On the one hand we are now dealing with decades of change rather then thousands of years of conflict like Heavensward had where the people of Ishgard had been lied to and didn't know the reason why they were being attacked. Many people clearly remember the fall of Ala Mhigo and the events that took place before it and are fueled by these actions. At this point due to the nature of the story so far we have only heard the view of the Garlean occupation from the side of the resistance who is intend on ending the occupation and has the occupation as a Tyrannical Force. Though I have no doubt the Garlean occupation is not exactly Rose Petals and Golden streets and is very much not a great group of people running the place there may be a entire different perspective from those living there. Say by some chance the Resistance did recall Ala Mhigo, would it be any better or would it descend even worse because it seems like the resistance up to this point hasn't consider that part of the question yet. Revolution can have its own consequences even it does manage to overthrow their target.
