Well we were promised some moral ambiguity. It was hinted that Garlean rule might not be that bad as people who were born and raised during Garlean occupation might not want to overthrow the government. Granted we can't be sure if the moral ambiguity will be delivered or not. In HW the morality of the dragonsong was: It was all the elezen's fault but the dragons are being such jerks about it that it's impossible to feel sorry for them.
