The censuses have consistently shown that the majority of players play Hyur or Miqo'te, adding another race is unlikely to change this. Viera don't fit in with anything from a lore standpoint. The voice of the fans is useful, but sometimes the developers are wise to politely ignore the playerbase.
Even if it didn't fit yet, there are still many other races in the series. They could of picked one, and made it work.
