It was the most polled, there are hundreds of threads on it, and if not thousands of feedback on it from the fan base. Not only that, but it was also teased heavily in the Stone & Steel Artbook. Why would SE do that? Players want more race diversity so bad. The only saving grace at this point is if they revolutionize player customization.

And Yoshi said he doesn't want Viera in the game and said he didn't want to show the concept art off to the player base. Looks to me like he was implying he regrets it.

Maybe someday, but there's waaaaayyyyy more pertinent things they could be spending their time on than making another miqote race... like making the endgame dynamic enough that fewer people unsub between patches.

The developers priority should be to upgrade the existing playable races by offering further customisation options. Viera can be added at some point after that - but as it stands I've seen far more threads asking for stuff for the existing races over threads asking for Viera.

The former are requested by a greater variety of people. The latter are often pushed by the same vocal group of players posting about it whenever they can.

LOL. It's the same people generating content in order to make it appear there's a wealth of support. One thing management has, which apparently the OP has not, is a good number of how many people play, which they can compare to this supposed groundswell of support begging for the bunny wabbits.

I beg not for the bunny wabbits. I don't think a majority of anyone but those who spam websites to create false impressions are yelling for Viera this and Viera that - along with the big butt slider.

I'm not sure if this had been mentioned yet, but Viera are strictly an Ivalice-only race. Last I checked Erozea is not Ivalice.

While it's sort of tradition for each Final Fantasy game to re-use character, region, monster names etc.. each Final Fantasy game (to the exception of those being sequels) are different universes. So it does not matter what and where Viera were in Final Fantasy <insert number>, because Final Fantasy XIV is its own universe that could have or not a "viera-like race" by its own lore.
