As long as their are 24 or more players queuing and at least 50% of them are queuing "mercenary" you should see pops occurring.
I just hope they add enough participation rewards (i.e. wolf mark purchases) so that players have reason to play regularly over time.
ADS mount is enough of an incentive for me.
For the people that ask about achievements at a certain point they were done to accommodate jumping from GC to GC. Which should hopefully mean a win is a win. Earlier achievement "Guide the Maelstrom to 100 victories." Original ADS and all achievements after "Guide any of the three GCs to X amount of wins in X frontline."
So the only things that are hopefully lost is horse mount and the chance to get Amethyst Keel, Rose Gold scales, and Ebony Leaf. And since they never even bothered to title or eward the 1k ones its not the end of the world. The couple people I know with the actual 1k wins are probably happier to play anyways.

They actually did it! Good news, but it may be too late concerning "fixing the queue" (I don't know if that is the reason). The damage is pretty much done in that regard. At least on the content we have now.
it's not too late it will fix the over gc population problem, but Shatter is not too popular, so you will not have fast pop, Because Pvp players don't care of pveing crystals, a lot of the players queueing for this is farming for the ads white mount only.
We certainly have to feedback strongly we will never want PVE involved in next pvp mode will have in 4.xx.
