I won't provide a link, but I can vouch for a place called Online Key Store (simply Google it). It's a freakin ingenious idea - they sell legitimate (not cracked/hacked/etc) CD keys you can use for situations much like yours. Their CD key is a EU CD key, but I believe it's universally useable. Unfortunately, they seem to be out of keys at the moment (they had some a month or two ago) but it's very cheap.

On the flipside, a new copy of FF14 is at bargain bin prices because the game failed at launch. You should be able to get a complete new in box game for less than $25. http://www.amazon.com/Final-Fantasy-...1673731&sr=8-1 Just add some filler using http://www.filleritem.com/ to make the price $25 and you'll get free shipping on the item plus a filler item that you can use.
They are whats called "Grey Market". They aren't illegal per-say, but some consider it unethical. Essentially in markets where piracy is high, they still release games, but at a much lower price. The printing of the game and all that is already a sunk cost, so sending the copies to that market incurs no real extra loss. A game 50 dollars here, would sell for 30 there. These online keystores then order in bulk from these location's dealers getting the game even cheaper. Then even cheaper since theres no shipping, just giving the CD key from the dealer to the website. Then all that cutting and relocation and stuff gets passed on to you.

Various game companies have cracked down and banned those CD keys from Steam and such. Every few months it becomes a hot topic then dies down.
