Lets say if the party deliberately wipes because someone died early or if people screwed up their opener to reset their cooldowns, wouldn't that technically be abusing it?

eh, some groups may do that anyway if it's a bad pull. GCD reset or not.
if it's just one person complaining and stuff would fall more under wasting the time and griefing the whole party just because someone wants to be special. the system is fine and i don't see it as abuse if it's working as intended. my raid team actually uses the cd reset and we all deliberately wipe the party as soon as we jump down to refurbisher in a9s after faustZ is downed so we don't wait for cds to refresh but really it just saves us like 2-3mins of boredom and jumping around. if anything the feature has helped progression this tier as so many hours are saved just waiting for CD's to refresh before pull and tanks (esp. PLD) aren't as conservative with hallowed ground usage when learning the fight for example

Thats all well and good, but isn't that going against what SE implemented the cooldown reset for? I'm sure they didn't implement it so you can wipe to get your cooldowns back if something went wrong.
It would be, but you need someone to report that behavior, else it is working as intended...
Some people wiped parties for this reasons before the reset was implemented. The worst what can happen is they undo the reset, but i don't see this comming. Use this oppprtunity, a wipe isn't as painful as before, but you shouldn't judge to fast if a run is good or bad just by a lesser mistake in the opener.
You aren't abusing anything. Some fights have such strict DPS checks or bosses that become impossible to kill (damage up stacks) if you have a single death. I've been on the last phase of many savage fights where the party knows if we have a single death we will not beat the enrage timer or can't complete certain mechanics (Kaliya, Living Liquid, Quickthinx Allthoughts, and Brute Justice progression.) There's no reason not to wipe on purpose when you know you have a 0% chance of winning. You are just wasting progression time at that point. Cooldown reset has nothing to do with it; parties wiped on purpose regardless of cooldown reset, as it stopped people from using even more of their cooldowns (which you would have to wait for.)
Also it feels like you are looking for a crime that doesn't exist and calling it "abuse" when it isn't. You aren't cheesing mechanics or making fights easier. It decreased the amount of time you are standing there doing nothing between pulls; nothing more.

SE give us the tools to do the content. It's up to use to come up with ways to use those tools to win. I read somewhere a while ago about something similar to what I just stated.

Theres be times where ppl wipe a fight before even starting it.
It's kind of weird that wiping resets all your cooldowns but entering the instance doesn't...
so if half your party was gathering or something and only changed jobs when the queue popped then they enter the instance and are stuck waiting on timers..
so yeah in soph ex for example it's quite common for people to jump off as soon as they load in.
timers should automatically reset at the start of a duty
I don't really think that's an abuse of the CD reset. People would demand wipes before the reset was even implemented because they either messed up their opener, or somehow ended up dead/with weakness after being raised.

Isn't that...the very point of that feature addition? To save time?
