Help: Can't find Job Actions? What am I missing?

Well, I think your answer lies in the fact you stated you've only just completed the first Job quest for SMN, so it only unlocks one Job ability (the aforementioned Summon III). You need to do further Job quests every 5 levels from then on to get the rest of your Job abilities, so go back to Y'mhitra and do them.

Additionally, SMN is unique in that some of the quests are in fact dependent on main scenario completion - namely, you need to have passed the Titan and Garuda story mode Primal fights (the initial Job quest is also dependent on clearing Ifrit for the same reason). You simply cannot gain their 'egis' (and the Job quests that turn Carbuncle into them) without passing these battles. By the look of things, you have not even cleared Titan yet so that explains why you have no more Job abilities. Go do your main scenario and once you've passed Titan and Garuda you will be able to gain the Job quests and their abilities they give you.
