This question is probably most relevant to any RPers. Can the Encyclopedia Eorzea be considered "in-game" knowledge? A "who's who of the 7th Umbral era" as it were.

Technically, the Encyclopedia Eorzea by Naturalist Marcette Manne is already an in-canon book and housing item, and has been for some time. So I think it's fair to say they could... potentially be used interchangeably in RP? Though I have doubts about a lot of the information or character profiles within the book being something that you could just pick up and read about. I doubt Marcette Manne interviewed the Scions of the Seventh Dawn or members of the Illuminati, for example.

Oh dear, I've forgotten my manners. My name is Marcette, and I am a naturalist under the employ of Eorzean Geographic, a publication which surveys the realm's wildlife.

But can we be sure the Encyclopedia Eorzea and the Encyclopædia Eorzea are one and the same? I don't see Marcette reppin' that æsc! /s

I guess it depends on if they ever got around to being able to put the æ in game text? Similar to why Hydaelyn isn't spelled Hydælyn? I know Marcette was working on her encyclopedia in 1.0, but I don't think she was quite finished until post-calamity judging by her pre-calamity dialogue.
We've all met Marcette, though, right? Tall? Terrifying? Zero research ethics? She's a naturalist by field but I can 100% see her plagerising other people's publications to put this thing together.Technically, the Encyclopedia Eorzea by Naturalist Marcette Manne is already an in-canon book and housing item, and has been for some time. Aren't there things in the Encyclopedia that are explicitly pointed out to not be known in-universe? One example is Nael's true identity as Eula. She kept the secret well enough that Urianger (a character whose primary driving purpose in the game is to Know Stuff) was so utterly convinced that Nael was a male that when presented with evidence to the contrary (Nael's obvious femaleness in Coil 9) assumed that it was due to some botched resurrection.
While it's possible that there are a few tight-lipped Garleans that share the secret, it seems unlikely that Marcette would have access to this kind of secret knowledge when Urianger does not!
Pretty sure that the Encyclopedia Eorzea, as it exists in real life, does not exist in Eorzea. While there may be an Encyclopedia Eorzea in-game, it likely does not have entirely the same contents as the real-life version.
