Behind means at the rear. Flank means at the side.

Ah, so as a Pug I should be throwing Bootshine and True Strike from behind, and then moving to the side to deliver Snap Punch?

short yes ^^

but as i say the only reason is when it is not proc is you miss.
bootshine proc from all sides but from front you need much more acc to land the hit.
sometimes the boss is invulnerable because of a cast or debuff than you miss and will not proc as well.

Oh, okay- And is it easier to hit targets from behind as all classes, or just with the Pugilist skills?

yes there are three type of acc cap on a target which are Front | Flank (side) | Back (Caster).
back is always as easiest to hit on all targets for all class (physical attacks only).
casts are same as a hit from back.
