How do newer players build their skills if any content before hw is considered Old

Telling people that lvl 50 skills aren't worth the effort because the contribute nothing to lvl 60 is bad advice...how else is this game going to survive if all everyone ever does is the new stuff or only rebus for the new stuff...you are basically telling new players that them being interested in the whole game is not a worthwhile and they should focus their energies on the new stuff only.
