Before Raid Finder the current ex primal and savage raids could only be entered with a pre-made group. I imagine the different options are to help players find others at their level of progression as it would be frustrating for experts to be queued with complete newbies for the most difficult fights in the game.

Unfortunately the queues for the learning stages will become more and more dead the further into the patch we get. The older Ex primals are almost impossible to get into in my experience.
Hopefully in a future patch when they are no longer current they will be moved to DF.
