It's a very valid concern - and I say this as someone who has throw money at the cash shop and purchased every mount that has been made available thus far. I'd have loved to have worked towards them in-game though but that wasn't an option.

Or maybe, just maybe. People recognize companies are a business and far more likely to response to your requests if you're equally willing to wave money at them. I mean, if someone made a demand of your time, you wouldn't want anything for it?
