The problem with knee length skirts is that they have to be made with allowance for the possibility of bulky legwear like sabatons to be worn underneath without clipping badly through the skirt.

There already are knee length skirts in the game though, like the Far Eastern Beauty's Koshita from the Mogstation and a few ingame kilts... >3>
