Why can't I use Lightning' as a forename or surname?

I've seen a lot of people with this name http://na.finalfantasyxiv.com/lodest...tribe=&order=1 ... why I can not use it?

It could be that someone else is already using the full name you're trying to get. Lightning is a well known character around these parts (this is assuming Lightning is what you're going for here). It's more than likely that with how long this game has been around and the number of accounts that have been created, both active and inactive currently, that there just aren't a lot of options left. I don't think SE generally deletes long-unused characters/names, so best you can really do is put a unique spin on it and hope it goes through.

No, seems like Lightning' is completely blocked for no reason, I already tried with different forenames and surnames like: Lightning' Testbla or Testbla Lightning' (just an example).

I'm not sure why Lightning' specifically would be blocked though, considering I've seen other players use some form of the word Lightning in their name. In any case, I'd just change the spelling slightly and see if that works. Lightening, Light'ning, or something like that, as a (probably bad xD) example.
