No. They don't allow tells in dungeons because they're afraid of harassment. They told us that outright in one of the first live letters. This has been asked for, for a very long time. Yoshi has said it is physically impossible to do these things due to the nature of how duty finder works. When you que, and get into a duty, it moves your character to a different server, and this is what makes receiving tells not work.
Q20: Will we ever be able to send tells from within an instanced area?
A20: While the feature can be implemented, it's currently masked. It's currently masked because we would like to prevent players from harassing each other just because they know they would never party together in the future. We will continue to monitor the situation carefully as we move forward.

You're right in that it's just turned off, but it's off because of players harassing players. People still pay more attention to LS/FC chat than the duty half the time anyway. I feel that's a poor reason to keep it off.You can already chat in linkshells and FC chat whilst in dungeons. Allowing people to send/receive tells would make zero difference. The only reason it was ever disabled in the first place was to stop people getting pestered with goldspam whilst in content that requires paying attention. We already know it's just a toggle that they can enable if they want to because GMs can send tells to you whilst in a dungeon.
By that logic, it would be better to disable FC and LS chat as well once you are in a dungeon, since you are *in* a dungeon. Kind of like driving in a tunnel, or heading out into the mountains or a cave system, you have no link pearl...er...I mean cell phone, access anyway. So why do those work in dungeons? I say, disable them both.

Mounts in the towers hell yer

while i do disagree with mounts in a dungeon (i dont see how a mount would be beneficial...they're not huge dungeons) I do very much want the ability to do /tells but i know they cant...its just impossible with the server set up

I am actually glad that there are no tells in dungeons. I hated doing dungeons and raids in WoW only for whispers to suddenly start exploding on my screen because something happened in Guild chat or the others in the group really dislike one person from another server and stuff like that. It was annoying and caused me to just hide whispers, which then resulted in me ignoring whispers for like a week because I had forgotten that I had done that. 90% of the time there is nothing so important in a video game that someone cannot wait for you to be out of the dungeon. As for the mounts in the dungeon... well if we had bigger maps maybe, but with how small it is sprint easily gets you to the point you need pretty quickly. I would though love to be able to pull up my fc window so I can see if any tanks/healers are on if someone drops instead of shooting the question off into FC space not knowing if it will be answered or not.
while i disagree with mounts in a dungeon and tells ( who wants to keep stopping and starting all the time because someone NEEDS to answer their friend immediately) there's already enough of that with fc/ls chat.
i do agree that being able to open the fc window would be highly beneficial... to look for players when someone drops out mid dungeon...to access fc buffs if they were forgotten about etc etc

All I want them to do is give me a Jumbo Cactuar primal fight.
Up until patch 3.4 finally eliminated RMT tell spam (yay), I would have argued against the request for /tell because of that. But now, sure, it could be good to have.
(Don't really care one way or the other about mounts in dungeons. I don't really see a need for it, but fine if others do.)
I think that any of this has any real purpose. Why would you like to communicate with people outside of a dungeon? That would only lead to more delay in duties. You need to focus on what you are doing inside the dungeon. The chocobo is complete unnecessary, there is no dungeon map big enough or run to shortcut far enough to make a difference.
In essence you are asking 2 complete opposite things, 1.- Communication with outsiders which lead to delays and distraction and then chocobos inside to save 1 or 2 seconds.
