I read SE's note as a "adjacent tier system". Similar tier + adjacent tier is unambiguous in this context. The stuff I said at the end in my post was a way to explain how an "adjacent tier system" could sneak in if it's supposed to be a "max 2 tier system".
including points in the equation seems like a no-brainer to me. Victory % rate should be thrown in there as well. Of course, I have no idea if SE consider these factors on match making, but I think it is safe to assume they at least try to make it better.

As far as I'm aware, the following excerpt from the Season 2 Feast patch notes (3.35) still applies to this season, and explains all the problems the OP has with matchmaking
"Matching algorithms have been adjusted to ensure players are matched with others of the same or an adjacent tier.
The Feast will now prioritize matching those who fall anywhere between No Rank and Silver tier with other players that are in these three tiers.
The Feast will now prioritize matching those who fall anywhere between Gold and Diamond tier with other players that are in these three tiers.
The longer you wait, the higher your chances are of being matched to a player in an adjacent tier.
The degree to which PvP ratings may decrease at the conclusion of a rated match has been adjusted."
I guess SE's insurance is the first line doesn't state 'ONLY' others of same adjacent tier. So if you're silver and there's only 1 bronze player in the match, SE has fulfilled their promise?
Although if anyone has a screenshot of 1 silver and 7 un-rankeds please post it too. This is just speculation

Good healer vs dog **** healer that manages to somehow get gold despite 40% winrate, repeatedly.
I can kind of understand it being a little loose to try and ease queue times, but I think it should be much firmer for qualifiers. Was on a good streak today then got paired with 3 unranked in one match and a first time healer in qualifiers. It's unacceptable. I'd rather wait 30 minutes for a fair shot at a qualifier than just be thrown in with whatever.

Around what time are you queueing? Typically queueing around 8-12 EST the queues are decent as a Plat Melee. As a silver you're still high enough to get into games with all the golds/plats who are the "regulars" who play almost every day. Role also plays a big part, ranged queues are usually around 20 mins even on a good day no matter what ranking you are. Healer queues are almost always instant.
