I do not understand either, as last time this happened i upgraded to a even faster internet.
One thing i do know is i do not get close to the downloads speeds on PS4 as i do on my laptop.
Sony does throttle speeds i think for their consoles, though i have seen speed increases in the PS4 Pro
Really do not know why but at least going the VPN route as silly as it may seem worked
An update: FINALLY got it to patch, and thank you Pyksel as without what you posted i would have never known.
Ended up using ExpressVpn, and while it did fail again at around 4 gigs remaining, i changed location and it worked.
Basically it gives you a recommended location but in my case one it failed i changed it to a location closer to where i live.
They also have a guide up how to set up with PS4.
It is a paid program just an fyi, but i only chose 1 month and will cancel after since outside of patching FF i have no issues ever.
Also not certain if it helps or not but assign a static ip to your console, along with port forwarding

Thank you for your response, I've been following what you said to no avail. When you said you had to change locations what do you mean? I think that's what's happening to me now.
Update: Didnt have to change locations, when it failed the last time it immediately went into installing the latest launcher and then it all loaded. Exceptionally slow times do to the dns thing but worth it!

ExpressVpn what it does is it suggests a best location, at first i went with the one they reccomended.
While it worked for a good portion of the download it did not fully complete. Thankfully once you get to certain points of the download being complete it will retain it as long as you do not exit out of the game.
What you will want to do instead is change it to a location that is closest to where you reside. There is a change location button directly on the interface (if your using ExpressVPN).

Have you also port forwarded in your router's settings? I believe having open ports is a must, and a static IP address for your PS4 also
