I'm guessing the OP wouldn't mind a penalty if he had to take it himself then?

If people are complaining add to black list before voting to kick or they Disc. this will prevent them from same party as you.
This is a stupid idea, flat out. I usually try to refrain from saying such things, but you're asking for everyone to be penalized just because a few prima donnas can't be bothered to finish a dungeon they started. Sorry you've had bad experiences, but try to look at the bigger picture and understand that the actions of a few don't warrant penalties for the majority.
Well, hopefully for 4.0 we'll see people able to reconnect instantly if they happen to disconnect. More often than not people end up waiting around to get back into the game after being booted for whatever reason.
I think that's because our character doesn't immediately disappear when we disconnect every time. I usually have to wait a good minute or two before I can log back in because my character is still in game (albeit not doing anything), and the server tells me I'm still logged in. An FC mate of mine will sit there for 5 minutes some times before the server registers that he was disconnected.

I'm pretty sure it's easy for the game to tell the difference between choosing to log off or exit the game from a server error or something like one.I still don't know if I can get behind this. Because some times my DCs end up being lobby server errors, and it completely kicks me out of the client. So I have to log back in and everything. And I have a friend that plays on an older laptop, and sometimes his game just crashes and shuts down completely. I feel like it would be too difficult to tell between an intentional disconnect, and a true error/client crash.
Though you could still get around that by actively crashing the client or turning your internet off for a moment... and if someone is willing to do that to avoid playing the game, they might want to rethink why they're playing in the first place.
Another extreme solution (if you can even call it that) to a crappy night a player had with someone else.
Next time OP should also suggest people to uninstall and never touch a game altogether.
Adding on top of that I think people that "randomly" DC after a party wipes is not really so random and only doing it so they will get kicked and not have to eat the 30 minute penalty, there lot of ways to game the system to avoid the penalty.
On today's edition of "Poorly Thought-out Knee-jerk Reaction Threads"...
In my four plus years of playing this game, I've seen someone intentionally disconnect once, whereas I've disconnected legitimately dozens of times. Soooooo no.
