It's a reward being used to coax players into the game mode that needs the most new participation. You know what, I'm ok with this.

Actually, it isn't. The carrot needs to be within reasonable reach to coax people into doing things they otherwise wouldn't. When you make the rewards next to impossible, people lose interest because they don't think they'll be able to obtain it. Think of it like tough love. Sometime a gentle kick in the butt helps but if you kick too hard, they just end up feeling worse.

To be fair it would be nice to see them put as much effort in to the other dead game modes, but this does seem an odd incentive as hardly any of the new blood stands a chance of getting the mount or minion

SE really shouldn't underestimate the impact this will have on folks who devotedly collect minions. Remember that these are the same people who'll pretty much pay any price SE asks, as long as a minion is included in the deal, just to keep their collection complete. The moment that it becomes impossible to keep the collection complete - even by just a single minion, is the moment those collectors just stop caring - and stop purchasing merchandise and live streams and such for the minion, rather than for the product. I'd imagine it's a not-inconsiderable amount of revenue.

It's possible, though, that SE may go the route that they did with Triple Triad cards. While there are several Triple Triad cards that are awarded by placing in the top three brackets of the tournament (something which is predominantly achieved by flagrant win-trading), those same cards can also be acquired from Platinum card packs, which are awarded just for participating in the tournaments. Perhaps SE will add something similar; a grab bag that is awarded for tournament participation which MAY contain the minion, giving collectors hope that they can fill out their collection even if they know they'll never place in the PvP top ten.

Not going to lie, this bugs me more than the exclusive mounts since I'd already accepted that there were a bunch of PVP related mounts in game that I'd never have.

SE is free to reward players however they see fit for each piece of content in the game.
It's still disappointing to see something you care about seem unachievable and in limited availability on top of that.

I appreciate that no one made me collect minions for the last 3 years and whilst I have no doubts us minion collectors are a minority, up until this point we have all had the chance to get every single one.

To be fair, we haven't ALL had the chance to get every single one. Folks who've been around since ARR started? Sure. But since then, a lot of minions have become unobtainable, such as the Wind-up Dalamud that used to be available with the 1.0 soundtrack. Those codes no longer work, even if you manage to get your hands on a copy of the soundtrack with the codes. Anyone who wants a Rikku minion better hope that they start playing the game before the Live stream offer expires, as well. NEW players who are interested in becoming collectors are frankly out of luck, and only the rapidly dwindling population of collectors who've been around since the get-go still remain.

So, in spite of what I've said about SE maybe making the minions available via grab bag, it is evident that SE does not have hardcore collectors in mind for these things. They put time limits on in order to encourage folks to impulse buy, because if they don't buy now it will be gone forever! (Onoes!) This may well be SE's way of saying, "Thanks for the money, you guys, but from now on, don't worry so much about it. We never planned on anyone working to have a complete collection, and now it's pretty much impossible anyway, so you can just relax, and only pay cash for the ones you actually want! Oh, and, um, no refunds. Peace!"

Given the minion is a top 10 reward pretty much anyone starting with the hopes of getting it will be very disappointed when the season ends.

Gardes doesn't wanna see your minion collection guys. Guess it's worthless now
