    I regret that I didn't get a proper screenshot (snagged the text and didn't think to get a good appearance shot, largely due to surprise)...

    But I believe this is Una Tayuun. Name of the NPC was Bloated Conjurer.



    Darkish/purplish robe and a light colored Miqo'te tail. Kicking myself for not getting a better shot.
