If the weekly cap is removed, the possible result is not as simple as how soon you gain the tomes. It would cause some non-hardcore players blamed by their team mates for "not having newest gears to make the raid easier".
In other words, people would indulge themselves much more than we thought, if there was no cap. And SE will not profit from increasing your daily play time, to the opposite, if you get bored too soon, that'll be their loss.
It's what you would call a necessary evil, there needs to be a cap or people would cap gear quickly and get bored, with the way this game works, regardless of who wants to admit it. it's a smart business decision, You want people to stay subbed as long as possible so you stretch it out, if there was no weekly cap, there is a good chance this game would have died already.

The only time there was no cap was when HW came out with the lore tomes, because the new level cap items were fresh, i assume they may do the same for SB. Maybe.

It's hard to say whether it's an "evil". If a game makes players feel it only friendly to hardcore, it'll also hurt the players.
As a working guy who will not be free until night on weekdays, I also hope there can be some cap. For the ones capable to play more, turning to some other sections when they reach the cap can also make the game not that boring.
