Really SE 40+ kills and no drop?

so i guess people want 100% drops on "rare" drops

Of course they do, but then they'd stop playing once they got everything, and then they'd question why they should pay a subscription to keep playing when there's nothing left to get...

I suppose that answers why it can't be 100%
