Help with Quest a dream fulfilled

OK I'm still not fully understanding what the best way and exactly how to do the quest A Dream fulfilled for the anima weapon

So you arent understanding... the basic mechanics? Or is it just you arent sure the most efficient way to gather what you need? If its basic mechanics, then easy. You need to buy umbrite from Hismena, then trade items to Ulan for sand, then Ulan can use the umbrite to treat the sand giving you treated sand, and you use that treated sand to raise the stats you want to raise on the weapon. Repeat this 60-80 times(average is close to 70), and youve got a finished weapon.

If you're looking for efficiency, that depends a bit more on your playstyle. Currently Umbrite is only purchased from Hismena for Lore tomes, so youll need a lot of those. The quickest way is to run ARF until you cant stand it anymore... and then a few dozen times more to boot(each individual run is half an umbrite or more, and can be done in under 20 mins with a good group). You can also keep running your other roulettes, and do anything thatll get you a bonus to keep your sanity a little longer during this process. So that takes care of umbrite. Ulan gave you a list of items for sand, and they represent a lot of different ways to go. The quickest ways to go might be a little rough for you - gathering and crafting scrips give the best time to sand ratio, but a quick search for your character shows no crafting or gathering classes in the scrip level range. So youll need to go with plan b or c. The next best ratio is amber encased vilekin. Simply put: grab a guildleve from ishgard, go into the field and activate it, search the leve area for any treasure chests with the amber in them, open chest, abandon leve, pay another leve allowance to retry leve, activate leve again, search again, etc. You can burn a full stack of 100 allowances in the field in a couple hours, and on average that should give you 20-30 amber. Unless you run a ton of ex primals, that probly leaves moonstones and poetics as your next best bets. One of the first ixali tribe quests rewards 1 moonstone per daily completion, and you can buy more with your grand company seals. And whatever poetics you earn from content(wondrous tails? roulettes?) can go into the ink and mist. Do some of those while you wait for more leve allowances, all while farming out your lores for umbrite, and you can have all this done sooner then you probly fear.
