Unfortunately, not quite. You login to the login server and then it refers you to the lobby server. the connection between your PC/PS4 s not rerouted through the login server to the lobby server, your client makes a 'direct' connection to the lobby server. So if the login server is hosted, say, in Japan, it's a completely different routing path for your client to login vs the lobby servers in Canada (aka NA Data Center). So you would be able to talk to the login server, but not necessarily the game servers.
Also, if this problem is not caused by someone using a DDoS attack, it could be a problem with the peering agreement(s) between the ISPs and Level 3 who are the ones that most NA ISPs connect to SE through.
If it's a lapsed peering agreement or a dispute between ISPs there is nothing SE can do about it, except find a way of routing around it, which may involve $$ and cause more lag on our connections - though how it coule be worse than what Level 3 already does is beyond me.
