Radolf and Arenvald in the Waking Sands still speak of searching for the Scions, but they've all been accounted for now. Did Urianger not update them?
I can confirm that everyone in Waking Sands but Urianger still has same dialogue since 3.0. His dialogue now reflects of what happened during last MSQ while Radolf and Arenvald still talk as if nothing ever happened.
Oh, and the female Roe Yellowjacket who I forgot the name hasn't got any change in dialogue either.

There's lots of characters that need updated dialogue, i.e. Brict outside the Forgotten Knight never stops talking about how the chill of despair is haunting Ishgard even though we killed Nidhogg and sweeping social reforms are coming into effect.
... some characters are just gonna be overlooked. The Rising Stones is a tad bit more important anyway.

To be fair, while the Dragonsong War is over and things are looking up Ishgard does still have issues. Nidhogg is down, but there's still a lot of his "children" attacking Ishgard. That's how they explain why there's still hostil dragon everywhere in Dravania and Coertas

I'm curious as to what - if anything - Arenvald will do moving forward given that the Scions are likely to be operating in and around Ala Mhigo come 4.0. Here's hoping his status as a Garlean half-breed gives us something a bit more in-depth than him effectively brushing off one of his parent races as evil and the other as completely justified.
Granted, I have a stake in it myself since I role-play a Garlean half-breed myself who is seeking to see Garlemald and Eorzea become allies rather than enemies. I'm just terribly wary and weary of the 'defector' trope coming into play though. Not just in FFXIV but certain other settings too.
So, in short...I'm surprised that Arenvald doesn't have more to say but I think he might by the time 3.5 swings around.

... I only have a 2 year degree in psychology, but I'm pretty sure those sorts of things would not give Arenvald a favorable opinion of the Garleans. Just my two cents, though.
