When will it be implemented?
Actually, why not implement it straight away with the release of each new primal?
Just like the weapons itself, i mean.
Is there a reason why there's a "holdback" time on implementing totem-for-mount exchange?

To retain the rarity of the newer primal mounts, when the trials are still current content, and people are already running them to obtain the weapons.
They added the Bismarck, Ravana and Thordan birds to the totem exchange vendor while Sephirot was still the latest trial. The next addition will likely be Sephirot and Nidhogg, possibly in 3.45.
I understand about the rarity part but the RNG rolls were too tough... T_TTo retain the rarity of the newer primal mounts, when the trials are still current content, and people are already running them to obtain the weapons.

I'm already on my 75th sophia run. Only seen the bird 3 times, and rolled 2nd place for all 3 of them, it's excruciatingly painful lmao.
I do think the effort in accumulating 99 totems would have been enough for -really unlucky- warriors of light to exchange for a mount while the trial is still relevant. The holdback feels like a stinker given to you just because your luck isn't good enough.
I wouldn't expect them to release before 3.55. Nidhogg is only a patch old and still more than capable of wiping groups even at ilvl 250. As for why they're holding them back, they want people to keep farming. Only Sephirot is really "old" at this point. I constantly see Sophia parties in PF and even the occasional Nidhogg. Increasing the bird drops means once people get them, they'll likely have no reason to touch any of them again.

330 Bismarcks. Never forget
Have done my 40th yesterday, and never see the bird drops =(
79 sophia clears for me, seen 2 birds which i didn't win.
Won bird in my 1st kill![]()
I got to 126 soph ex clears before I decided to wait for the totem buy. Also "ensuring rarity" doesn't really work for me as a reason, since 5/6 of my fc members got their bird within 25 clears (guess who number 6 is... ;-; ). We need the totem buy now.
