The game have 3 regions, JP/NA/EU, that's a fact. When it comes to billing, communication is often done on a region basis. That is perfectly normal, since each region billing system is separated. If you call the NA Support Centre with an EU account, you will be redirected to the EU Support Centre. Different regions, different billing system, different currencies as well. Also some payment options may differ from region to region. (i.e. JP have stuff we don't have) But also from countries to countries within the same region (EU members countries got crystas, non-EU members doesn't).
That being said, the list of countries falling into "EU" for SE is really large, it is pretty hard to address everyone as a whole for SE. Hence why they stick to "EU" imo, rather than saying Europe/Middle East/Africa/Oceania/Other Regions.
As for your earlier statement Forerunner, new payment options were planned for EU since August... It was announced for FF XI on PlayOnline.com, since XI and XIV will use the same billing system, it is obvious that these options would be available for XIV as well.
SE didn't wait for this thread to start working on more payment options for EU. It's not something you do overnight...
