Yeah being in a place over your level is generally indeed dangerous. This doesn't make the world itself fill of danger.

Then why is it that the guards at the gates are not taking out these monsters when they are right in the middle of an area that is otherwise as dangerous as a sunny day in a playground? Even on a high population server there are not that many players outside of the HW areas that are high enough level to engage these monsters.

To varying degrees of success. I've seen them ganked to death in places, but most of the time it's a one and done kill from them as they walk leisurely back to their post.

Not gonna lie, I had the time of my life watching Sabotender Bailarina chew through 10+ sproutlings the other day when it spawned right outside the Ul'dah gate where you have to kill the marmots... I never even had a chance to warn the poor things--they ported out the gate, ran ten steps, and BAM! Instant death.
Of course I did the responsible thing and got rid of it. ...After gawking at the train wreck for a while. >_>
(Personally I think this kind of thing is pretty exciting? Yes it's annoying if it spawns right over your quest location and you absolutely can't progress until its gone, but otherwise, it adds an element of surprise and unexpected action to the game. New players get a taste of something big and scary and there's a sense that you have to proceed with caution... It seems more realistic than just being able to steamroll everything from the get-go? Besides, what would the "in universe" argument be for making them not aggro? These terrible monsters with blood-thirsty reputations conveniently decide to ignore the easiest prey?)
Look.. I think you're making a big fuss, the mobs in this game don't follow you throughout the entire map.. All you had to do was sprint out of it's zone and it'll reset. The "world bosses" in this game is so harmless that it's a joke. You haven't played enough open world games from the looks of it. How can you complain about A and S rank monsters when in HW if you have not unlocked flight, you'll literally aggro mobs everywhere you go. You know what's worse? Trying to get inside the vath area while starting off HW, no flight. You can run away from the A ranks and you won't run into anything aggressive, in the Vath if you want to go further, if you run you'll run into a huge mob of vaths.
And what Sarehptar said its true, we aren't masochist but it adds something to the open world content.

Funny related story. Was FATE grinding for a Relic, and found myself next to a level 50 mark (can't remember which one). I clicked the level sync button, and then...bam, he spontaneously aggro'd then one-shot me.
At least it wasn't the damn frogs. I swore up and down I would rain death upon Mor Dhona once I maxed out.
Just wait til next patch though. The relic will ask for hunt materials and hunts will be instakilled again and people will cry about it
Eorzeans, a thought occurs. We're told that we're hunting these elite marks because they're monsters that have grown too strong and too big, or are causing some kind of problem, yes? But, all we ever see them do is roam around and growl at stuff until something attacks them. What if, instead of a bug that needed fixing, this became an unintended feature? Just hear me out for a second. I saw earlier that a monk had a quest location where an A rank had spawned and it did not like him AT ALL. So he was forced to stop and wait for hunters to take care of it. ACTUAL INCONVENIENCE. What if Elite ranked monsters started attacking towns and villages and such? Or the Ixal beast quest's little hideaway in the south shroud? It goes from a chore of busy work to doing a public service in the game. Just food for thought.
