Oh, three reasons primarily:
a) People don't like it and don't queue up
b) The people who DO queue up lack matching roles or grand companies
c) The incentive function of the PvP rewards falls flat, which means people who don't like it are not inclined to queue anyway
That's the gist of it. Not enough people and the people that queue are not the "right" people to make a match.

It also depends on what mode you're queuing for and when you're queuing for it.
Front Line queues are crippled by GC restrictions, and traditionally the only active version of FL is the most recent one. That's because SE doesn't do anything to keep the previous game modes active or offer relevant incentives for players to queue for them.
Feast queues alternate between 4v4 and 8v8 depending on the timing. In the full heat of the season, 4v4 will queue regularly, varying queue times depending on the job (healers are typically fastest; Dps are slowest). 8v8 picks up near the end of season, because top ranked players get scared to queue for 4v4. They want to protect their rank and don't want to risk a loss late in the season, so everyone moves to 8v8 instead (no stress, no rank, no job restrictions, no worries). The only downside is that the community is still quite small, so queue times are usually most active during peak hours (usually evenings).
The last thing to keep in mind, as well, is the timing of patches. After each major patch, queue times for ALL PvP modes tend to die out for a while. Most people have limited play time, so they're forced to pick between the new PvE content or PvP content. PvP content does not offer any relevant rewards aside from a meager tome bonus, which is pitifully small considering the queue times, so almost everyone will focus on the PvE grind when a new patch comes out. Weekly rewards, such as tomes and raid drops, tend to take priority over PvP. That usually continues for about a month or so (at least long enough for players to gear up their main), during which times PvP queue go down the toilet. Once people get geared up and bored of the new content (the later typically comes FAR before the former), they start to look for other things to do, such as PvP.
im actually lvl 50 as a BLM does that have something to do? and also i just wanted to try PvP cuz why not but i end up liking it. also i just want wolf points for some armor that looks really cool. For the queue im just put the roulette but the wait time is about 30-40 min
Unfortunately, for the past few patches (3.2+ maybe), PVP has slowed to a crawl. I don't have the time to wait hours for a game & the other day was the first time in months I got to play Frontline & got the new mode for a first time. I really enjoy PVP but The Feast sucked the life out of Frontline.
It does - the 50s PvP content is even more neglected than the 60s one, which, as said earlier, isn't exactly brimming with activity. Truth be told, I'm surprised when that pops at all.
At least you can look forward to "slightly" better queues once you manage to reach 60.

The same concept applies to PvP as it does to PvE. Given the choice, no one prefers to play with an incomplete character. For that reason, almost every player at lvl 60 will choose to queue for either Seize or Shatter (lvl 60 content) over Secure or Slaughter (lvl 50 content). PvP is typically considered an end-game thing, and Level 60 players FAR outnumber lvl 50 at this point, so lvl 50 content hardly ever goes through. If it wasn't for the occasional player trying to get the roulette tome bonus, it probably would never queue at all. It's a shame, because most PvP'ers actually liked Secure as a PvP game mode. If SE bumped it up to 60, it would probably fill up much faster than Shatter, but they seem adverse to bumping content up like that.

Feast queues at 60 are very active on your data center Imlerith. 4v4 and 8v8 pops every night. Just get to 60, get a minimum of i180 in every slot, and queue for The Feast in the evenings. Don't even bother with 50 PvP. Nobody does it anymore.
There is no incentive to queue for L50 PvP content. Sometimes L50 Frontlines will pop because players are doing their daily Frontline Roulette, but the vast majority of the time you'll be sitting in queues approaching ∞ if you queue the L50 options.
To reiterate what others have said, go to Level 60 first. The queue times will be much better than what you're experiencing at L50.
