Error 3102 took 10 minutes to time out

I was disconnected during an instance (Garuda story mode that I'd joined from mentor chat to help someone) and it took almost 10 minutes for the server to recognize that maybe I wasn't still logged in after all.

I tried exiting entirely from the launcher and re-authenticating, I tried switching characters, servers, and even switching data centers - nothing helped.

Is there some trick into forcing the lobby server to recognize that maaaaaybe a disconnected character isn't really logged in after all? Should I be waiting a longer time before attempting to re-authenticate?

Unfortunately I think this is actually by design so all you can do is wait it out/keep retrying. I'm not sure if they've officially said why, but I think it's probably to stop people trying to use it as a method to get around mechanics in combat/skip fights (like perhaps force disconnect and then coordinating with your team log back in after the boss has done a mega move etc).

But regardless of why, nothing you can do but wait sorry.
