Tbh, I think these are to make up for the fact China lost their region exclusive dress. So now this their region exclusive.
I can't imagine the Chinese were all that impressed to hear the EU / NA regions would get access to the dress, so SE needed to compromise.

There might be a few players but they're likely a vocal minority, It's not a big deal. They have all of our content apart from small localisation tweaks due to their laws and beliefs and the dress is also a paid item here, they can also purchase the promotional items straight out the cash shop so there's that.

Maybe, but still seems a bit of a dick move to take region exclusive items without at least giving them something new to play with for a few years.

Unless they specifically promised that it would never leave China, I still don't see a problem. ¯\_(ツ)_/¯ From what I read it seems the only reason it was exclusive to begin is that Shanda Games requested that specific style, and Yoshida stated that Chinese players don't care about lore/realism (after implementing the Yokai event). No one cared that the butler/maid equipment made it over there.
