They've been making attack mechanics more obvious since the beginning of HW. Part of that is making attack markers consistent, such as gaze attacks being indicated by the eye.
And a lot of players still ignore it, despite the humongous eye added to assimilation, even the snakes in potd had it added to them this patch :|
I took a break for awhile and came back and started seeing the red eyes. I thought somebody was using a cool spell on the creature at first. It is actually more distracting and hinders me more than helps.
For clarification, making things more consistent isn't making it "easier".
You had a big ol cast bar right on the enemies HP bar, warning you of it.
Actually looking away from the UI to see it is harder to do, unless you're probably not trying to keep every off the GCD up, all DoTs up, all buffs/debuffs needed up, etc.
As a tank, you're already looking at the cast bar, and isnt any more of a help.
As a healer though, you have plenty of time to look around 90% of the time, and usually you cant see cast bars, unless you focus target everything (and even then you can only focus target one mob)
So in the end, it's a good change.

No, it wasn't always there. But for a time it was only prominent on 3.x enemies (making it somewhat jarring when 3.x enemies with very similar if not identical models to 2.x enemies had the eyeball effect whereas the 2.x enemies didn't for the *exact same attacks*)
All they did was go back to include it on the 2.x ones too, making it more consistent.
Get used to seeing it now, cuz I doubt it's going anywhere.
I think was added on 3.3. Before that, not a sigle enemy have this. I saw it the first time on Weeping city, so, probably was added on 3.3
It's been around longer than heavensward, the indication of a gaze, that is.
A lot of the older gaze attacks still had a small visual on the monster, it's also accompanied by a small sound.
The eye symbol for Gaze appeared in 3.1 with Thordan's Reign, Void Ark (Echidna) and Saint Mocianne Arboretum (Belladona).
The only put the effect on Assimilate since the name of the attack doesn't clearly state the effect (at least in French, it's called "Fusion" which has nothing to deal with a gaze attack)

The interesting thing about that Assimilate attack is that even if you do get "hit" and get the counter debuff on you, you can still look away to make it count back down again and prevent yourself from turning to stone.
