Did you try checking the subdivisions? I remember thinking they were full as well until doing that.
Sure, I'd welcome being able to buy one apartment per housing area!...
I bought room #2 in Mist, ward 1, somebody else took the first one by a couple of seconds before I did, anyway, apartments are useful as extra teleporting points, besides I had always wanted a place on the beach but I would never give up the forest!...![]()
It was from a live PLL where people asked to see his rings, and no he didn't do it offensively, just the ring is on that finger.

You can get a teleport to each area by becoming housemates with people from the other two areas your apartment isn't in.![]()

Why waste server space for multiple rooms per player when they cannuse that server space to add more housing items and increase our item limits.
Not trying to be, I'd just like to decorate a place in each location.
