As long as there are still parties to find while progressing the main story then the first two expansions should be mandatory. Rather than a proposed level cap potion.The experience should be increased 3 fold in the main story.

I remember the xp given between ARR and HW was 4800 per quest. That xp should be something like 20k per quest.
